Because you are wadding it up to wipe your areas, and those areas generally are not dripping wet as say when you try to dry your hands with it. Wow, no June posts? Don't you have a laptop? :)
Either way, I'm still thoroughly disappointed in toilet paper's hand drying abilities. And yea, I do have a laptop, but for the life of me, I can't remember who got it for me...;)
